Mass loaded vinyl is a limp, dense membrane that goes inside a wall, floor or ceiling assembly. It works by weight: sound has to move the barrier to get past it, and a heavy, flexible sheet is hard to move. One layer does roughly what three or four layers of drywall would, at a fraction of the cost and the thickness.
It is not absorption. MLV stops sound getting from one room to the next; it does nothing for echo inside a room. If the problem is a room that rings rather than a neighbour you can hear, you want acoustic wall panels instead. Plenty of rooms need both.
